I need some help with the SF-85P form. If someone would be so kind as to clarify a few things for me.
In section 10: Education, it asks for the most recent education if it is beyond 7 years:
"List the schools you have attended, beyond Junior High School, beginning with the most recent (#1) and working back 7 years. List all College or University degrees and the dates they were received. If all of your education occurred more than 7 years ago, list your most recent education beyond high school, no matter when that education occurred."
I had my PhD more than 8 years ago, M.S. more than 12 years ago, B.S., more than 16 years ago.
Should I just list my PhD and that would be it?

Depending on what organization the background is being done with the instructions on the SF-85 might not apply. I was given one that had 7 years written all over it, but because it included a financial background I had to give ten years on everything. If you put in too much it isn’t going to hurt anything. If you put down too little, it will get kicked back.
It’s a pain in the ass to fill out.
But, the more info the better.
Otherwise, you have to amend it and wait for three months for the clearance to go through.
Give them all schooling.
Unless, you are doing recheck, and they already have that info.

I would put down the PhD, MS, and BS — better to give them a little more info, than having them feel they didn’t get enough.
On an instruction form on the web (found by Google search):

Silly me. I never heard of it.
So I Googled. It's a Questionnaire for Public Trust Positions. (pdf here) I'll leave aside my questions about how they come up with these identifiers. (e.g. SF-85P)
I notice question #1 asks for your Name. Question #2 asks for Date of Birth. And question #3 asks for Place of Birth. Presumably a form like this is given to some investigator to verify the information that has been supplied; unless you are the President of the United States.

In DOD, every enlistee gets a NAC (National Agency Check). Basically a screening of criminal databases. This may lead to approval for access to FOUO (For official Use Only) and CONFIDENTIAL information.
The next level is a BI (Background Investigation). The SF-85 series forms are used for that. The BI can lead to approval for access to SECRET information. The final level is a SBI (Special Background Investigation). This is an expanded examination like the BI and includes inteviews of persons supplied by the applicant and others developed by the examiner. The SBI can lead to access to TOP SECRET and TOP SECRET SPECIAL COMPARTMENTED INFORMATION.
I have had a TS SBI clearance for over 30 years and have had renewals every 5 years during that time. The investigations were previously done by government agencies, but, in the last two cycles, a civilian contractor performed the update.
The proliferation of classified information and the number of people requiring access to do their jobs has caused huge backlogs in the investigative process. Ironically, I have only required the TS on one occasion and the TS SBI on 3 occasions in 30 years.
