Dr. Fukino has resigned or been fired. I received an autoreply telling me SEVEN minutes after I sent her a UIPA request this evening. An autoreply doesn't take seven minutes and I believe she quit on the spot. An email I sent her earlier went through with no problem.
The UIPA request that, in my opinon, prompted her to leave was/is the proof that Obama certified his own COLB with a phony seal that is SO different from the official HDOH seal, it is probably not criminal that he had the seal produced and spread it around online.

An autoreply could indeed take 7 minutes. Many mail service systems have time delays in the store and forward services. I used to send email to my secretary and note that it sometimes was delayed 10 minutes to get to her desk outside my office.
Without passing judgment on any of the other points, it needs to be explained:
Autoreplies can take seven minutes to arrive. Email typically goes through a series of servers, and can be queued up for some amount of time at each.
The Dept. of Health may have a gateway that scans incoming email for viruses or other malware, and I've seen that back up corporate mail systems for hours under heavy load.
One thing that would help: look at the headers in the message. It will at least give you an indication of how long it took for the reply to make its way back to you. Unfortunately, it probably won't contain the headers for your original message after it arrived at the DoH's server.

Include any information that explains any absence or lack of any information in regards to any documents that do or do not provide for information related to or not related to Barack Obamas alleged birth in Hawaii. Including any document that doesnt not preclude any other items that may have been used to determine any decision ever made by the Hawaiian DOH regarding documents released that doesnt refrain from disincluding other information that hasnt not been requested prior to next Thursday
