Why is that a surprise. No noats or aircraft were iin the immediate vicinity of the launch, they were warned away by a surface and air NOTAM. .You can see it on several of the other threads.

That NOTAM is not for the event in question. The dates don’t cover the 8th. Also check the height Flight Level 39,000 feet.
Ballistic missiles don’t suddenly stop at that height!
