First of all, the man can not even put together a coherent sentence when he goes off prompter. This sentence means, literally, that he thinks we use some sort of canine language when speaking about him.
What a dimwit.
He may have meant “when they talk about me, they speak about me as if I were a dog.”
But we may never know.
Maybe he DOES think we talk about him like a dog.

Unlike Obama...dogs are truly colorblind.
Mine even has a birth certificate.
We voted for a dog and his name is Bam,
thought he was god but it was all a sham.
He barks all day and he romps at night,
doesn’t wake up until the noon day light.
This doggie won’t listen when you call his name,
he riles up the neighbors and it causes us shame.
He’s a very bad dog and the choice is not hard,
we will tie him up soundly in the corner of the yard.
So let this be a lesson if you never have heard
don’t select the dog by the color of his fur.
Be careful. You might get sued if you ask the dog to show its papers.
