A passport would have been necessary for travel to Hawaii (and passage home) only if they had planned their trip to Hawaii before the American annexation in 1898 [or possibly to those far northwestern islands under Japanese occupation in 1942]. And then only if passport rules were similar then to what they are now.

Good question. How had it impacted 1964 presidential candidate Barry Goldwater's citizenship? Goldwater was born in Arizona Territory on New Year's Day in 1909, three full years before Arizona statehood.

It was very unusual for children to have passports back then...!

There were exchange student programs she might have planned to be a part of. Some students in my high school were sent to school in Switzerland for a year. She lived in Washington - maybe she used her passport to go to Canada (she didn't need one, a bc would do, however it might have been an excuse to get a passport).

My high school (way back then) sponsored summer trips out of the country for students (my mom wouldn't let me go).

A passport back then was only 10 bucks and a useful form of identification both in and out of the country.

JFK created the Peace Corps by an EO in March 1961; it was authorized in October 1961. Unlikely they would have accepted a 17 year old. If a college degree wasn’t a requirement, comparable experience that a 17 year old could not possibly have had would have been.

Then do you have an excuse for the missing records? A guess? What does logic tell you? Do you believe the clown who said they might have been destroyed? Does that make sense only part of the records destroyed and only for Stanley Ann? Does that sound like a professional reply or BS?

By the way ten dollars in 1960 would be equivalent to about 73 dollars today.
