Charles Rangel is not only known for his various ethics violations, but also for his desire to bring back the military draft. For that purpose, Rangel has introduced H.R. 5741, Universal National Service Act.

He does this before elections, so that the looney left can get their useful idiots all worked up at the idea REPUBLICANS wanting to start the draft again. I know it’s a total sack of you-know-what, but it happens regularly.
Oh, he wants the draft so that white college kids will be forced to fight.....
For the fisrt time since Nixon, we have a President who would gladly sign it, if given the chance.
Every single bill presented by Charles Rangel should be shelved until the investigation into his ethics violations reaches a satisfactory conclusion.
If found guilty, he should be dismissed from his position and all of his bills permanently trashed.
The only demographic that will more opposed than white college kids is poor black kids. The military has been a stepping stone and attractive career for blacks for over a century. A lot of poor black kids won't be accepted into the military if they have to compete with white college kids or if they get in will not have access to the same career fields because they get crowded out by white college kids.
Rangel knows this. It seems to me, btw, that minorities are clearly not over represented in WoT casualties and I've heard of studies that refute (refudiate?) the notion that minorities suffered disproportionate casualties in Vietnam.

If the public only supports a war if fought only by the volunteers and citizen/part time military guardsmen, requiring multiple deployments , without asking as much from the public as to pay attention to the mission, this country should lose to the Islamo-fascists. Law of the Jungle, desert, mountains,and sea.
I could not believe my respect for our current military could get any greater, but every day they are willing to serve under this CIC is a sacrifice not enough of those they protect, understand.
He should be introducing the “Kick That Corrupt SOB Charlie Rangel Out of Congress Act of 2010”.

He submitted a Bill like this before, and then voted “NO” on it when the Republicans forced a vote on his Bill. This guy shouldn’t even be allowed to introduce any Bills since the Ethics Committee is planning on filing charges against him, that is, unless he cuts a deal.
This idea is based on a political agenda (break the conservative hold on the DoD - make the deployment of forces more difficult) and is rooted in his inability to look past the 50s.
A conscripted force is a great thing if you're Israel and are surrounded by nations wanting to cut your head off. Drafting all to include woman makes sense in this scenario, but not for what we need. ALL Western modern military's that do anything on the world stage (i.e. fight) are either volunteer or they have a military inside a military concept where you have a smaller cadre of professionals that do all the work and a larger territorial force that is worthless and chalk full of conscripts. That's the reality-
Conscripted forces end up dealing with the following shortcomings:
High turn over. The Conscripts stay a short time and then leave. This is difficult to manage in personnel and logistics, but also creates a situation where personalities and teams are torn apart excessively. High turn over put a collective unit in the crawl or walk phases, never really achieving a high level of proficiency because your always retraining new guys and loosing many that were trained and/or have some experience. If you were to draw a bell curve, both for experience and training you would see it shift towards the lower when you go conscripted.
The next set of issues you end up with deal with discipline and morale. You can't force someone to give a $hit. You can't make someone care or be concerned. And when bullets are flying, an article 15, the carrot of where your new assignment is, a medal or a promotion means little to someone who doesn't really want to be there to begin with. It becomes far more difficult to maintain morale and discipline in a conscripted force and morale is a contagious disease, both positive and negative.
(Related to above and below issues) We don't have the same values in society as in the 40s. A young man today will openly scream he's gay if he thinks it can get him out of his duty. He'll purposefully smoke dope knowing that a urinalysis is likely hoping he won't have to deploy. The point is that the thresholds, the taboos, the personal discipline, loyalty to country, concept of duty are missing and Vietnam was only (That generation) the tip of the iceberg. This is important to remember because may it be the political aspect or good order and dicipline, it is one of the underlying reasons why things are so different today than in the past and why a draft won't give you the same results.
Finally there is a political aspect. Sending people to war who were drafted is politically far more difficult to support. As a war rages on, the public is far less forgiving with casualties and you'll find many more disenfranchised active or former service members who will themselves work against the war effort as was the case during Vietnam. That is why you end up with a military inside a military in those nations with conscription.
Training, experience, discipline, morale, the political ramifications all lend themselves to make this a bad idea for those nations fighting expeditionary type wars in a limited context. A nation needing mass and in survival mode like Germany during the Cold War or Israel and S. Korea today are in a completely different situation and conscription makes sense in that case.
Mandating slavery to the state.

Read the article. This is about much, much than a military draft. This is the liberal wetdream to draft all young people into national universal service program. Sure, it includes the military but it also includes civilian service as well. Includes women too. The liberals have wanted this uniform service so they can indoctrinate each generation while using them on their pet projects of revitatlizing the inner cities, etc., etc.
