Why?
“Near” Laredo? Has the writer ever looked at a map? The only distance between them is the Rio Grande, which at that location isn’t all the grande. They are, in effect, one metropolitan area.
Hmm. There are 30mm fragmentary anti-personnel grenade rounds for the A-10’s big Gatling gun. Just a random thought there...

They already killed the AZ rancher.

I am talking car bombs, killing on a mass scale.
Got ya

Not quite, there are HEI, High Explosive Incendiary, rounds, and API, Armor Piercing Incendiary, but not Anti Personnel per se. HEI will do a number on anyone in the open though.
The 30 mm ammo for the Apache comes in HEI and HE Dual Purpose. It would be a better fit.
Myself I favor AC-130 gunship fire for this application. The, they carry a lot more than the A-10. They either have 40 mm cannon, or the newer 30 mm Mk-44 Bushmaster II, which fires the same 30x173 ammunition as the GAU-8.
