I would think they would require past years Tax Returns as a fair way of determining loss.
But then that would be biased against those who don’t report income.

Exit Question: How long do you think those funds will last with this kind of loose control of who is eligible for the funds? Let me guess. The first $4 Billion BP promised will be gone within a couple of months and then the regime will strongarm BP into re-filling the Escrow, and by the way BP don't bother asking for evidence of economic damage, if you were dumb enough to agree to this you deserve everything you get.
