IF OBAMA WAS TRULY AN INTELLIGENT AMERICAN WHO WAS TRULY FOR AMERICA HE WOULD SIMPLY SAY THIS:
I AM CALLING FOR AND WILL SEE TO IT, THAT BP PAYS FOR THE CLEANUP EFFORTS OF THE OIL SPILL IN THE GULF OF MEXICO IN THE FOLLOWING MANNER.
STEP 1. I AM CALLING FOR AN AMERICAN JOBS PROGRAM TO BE FULLY FUNDED AND PAID FOR IN FULL BY BP.
STEP 2. IMMEDIATELY ESTABLISH A WEBSITE WHEREIN ANY LEGAL AMERICAN WHO DESIRES TO ASSIST WITH THE CLEANUP EFFORTS WILL BE HIRED (AFTER A BACKGROUND CHECK) AND PAID $15 AN HOUR.
NOTE...THIS WOULD BE GREAT FOR YOUNG MEN AND WOMEN AS WELL AS OUT OF WORK ADULTS WHO DESPERATELY NEED EMPLOYMENT IN THIS TIME OF GREAT RECESSION.
STEP 3. BP WILL PAY FOR ALL MATERIAL AND EQUIPMENT REQUIRED FOR ALL WORKERS SO THEY MAY PROCEED WITH CLEAN UP EFFORTS IMMEDIATELY.
BUT INSTEAD HE WILL CONTINUE TO LOOK AND ACT LIKE AN IVY SCHOOL CHILD IN FRONT OF THE NATION, RUNNING OFF AT THE MOUTH WHILE PRODUCING NO MEASURABLE RESULTS.

NO no no, it should call for a competition and deregulation of the licensing of companies that would be hired to do the clean up, and whoever be successful would get responsability and license for the drilling.
But I gather your point: BP is a multinational foreign company and we should get US companies to run these kinds of strategic and US born entreprises with direct US stakes.

In addition, I want BP to pay for my kids to go to college and I want to be put up in the Marriott while I am collecting $15 an hour and I want a nice yacht from which I can observe the cleanup efforts. Also I want all the Brits who have their pension savings in BP stocks to die in squalor, and I want thousands of American BP gas station owners to go broke.
