Knowing how this software works (We have used a few of these on some of our clients sites) it allows the admin of the site to see the IP and ban it if need be.. nothing evil :)

Refuse or not, those who incur the fine will pay. For example, the IRS could get a court order to garnish the wages of anyone who refuses to comply. Or they could deduct the penalty fine from the refuser’s refund for overpayment of federal income taxes. Or they could seize and sell his or her property in order to get the money.
