Who’s axing them about what that they are all hot and bothered about?

(I mean, like can you furnish us a coherent story about this from the beginning, not just the middle.)
In order to avoid the pancake on the bunny head...I believe that this thread is about Hawaii trying to go after people who they believe are asking (too often) for documents regarding Obama’s birth.
Someone needs to take Hawaii to court. They are stepping over the line. They can’t fine people for asking questions.
This is madness.
Well, Obama has been pretty good at presiding over the passage of various ex post facto laws.
But it does seem to me that what you describe would violate the basic rule of law, if they try to pass a new law to punish a “crime” that was committed before the law forbidding it was on the books.
In fact, ex post facto application of the law has been considered wrong ever since Magna Carta.
Perhaps they are pretending to clarify existing law. Still, I would think that the worst they could do would be to forbid any future “harrassment.”

The most they could do is attempt to stifle further actions under any new law, and the passage of such a law would indicate that they are hiding something.
Which, of course, they are.

Request info from the Hawaii BUREAU OF TOURISM asking the location where our family can have their picture taken at Obama’s birthplace. We’ve already taken photos at many other Presidential Birthplaces throughout the nation during our family vacations. The only one we’re missing is our current president.
