You mean when he blocked the the tax increase on small business?

Pres Bush vetoed a $77.5-billion tax bill Mar 20, 1992, that would have given a tax cut to the middle class. The cut would have been financed by raising taxes for the wealthy. Bush used the veto to begin an election-year rhetorical attack on Congress.
