Yes, it's strange. The only thing I can think of is that he was making a formal statement on a national tv hookup, using the classroom as a prop, and that he wanted the teleprompter for that. The chat with the students would have come after that.
Still a strange way to stage such an event.
For the people that keep carrying on about how this is a photoshop DESPITE me posting about daylife...go read the Daylife Site. It is a publishers site.
I got it directly from this website. NOLA.com. Educational News. Right click on the picture and then open the properties. You'll see it came direct. I doubt they photoshopped it.

I don’t see any kids in the pics with the teleprompters, and the background in the pics with the kids is clearly not the same as that with the TPs. Smells fishy.
