I believe that Hillary Clinton has given up on trying to ban guns....but.....she is, supposedly, trying to control ammunition to the point your guns would be useless.
Obama and Clinton are kidding themselves if they think they can get a U.S. gun ban.

A treaty is a big deal. It requires ratification by Congress, and it ranks above laws in a way I don’t fully understand. If I understand, treaties endure in a way that laws don’t, and once they are ratified, its then hard to undo.
Again, not sure about the details, but treaties require ratification.
