I am thinking about getting a double-barreled, side-by-side shotgun 12 gauge shotgun for personal protection. Any recommendations? The government where I live would never approve of a handgun for "personal protection". I also may on occasion us it for bird hunting.

Get a pump, cheaper, more capacity, and at a realistic price range, more reliable.
And yes, I do have a number of SXS shotguns.
what sort of bird hunting? a 12 gauge is not gonna be of much use for sparrows...well, unless you are interested only in creating red feathery blotches all over...
Why a double?
Why not consider a nice, light and easy to shoot semi-auto? Or a good pump. Both types carry 5 rounds or over. For protection, if a gang or 3 or 4 murders enter your home, the double will leave you in serious trouble. And, many recent home attacks are made by this kind of perp.
A shorter-barrel pump (e.g., a “home defender” of some kind) is a superior choice to a SBS.
That is, unless you intend to chop off about a foot of the barrels of the SBS and make a heck of a scatter gun.
Double barrel shot gun you have two shots. Get a used 12 guage Browning Auto-5 and you have five shots!
Plus, you can reloaded it without breaking open the weapon.

How is a pump more reliable than a twice barrel? My Father had an old hammer double barrel gun. It had a habit of firing both barrels at the same time if both were cocked. That never happened to me but, it knocked one of my Uncles down and stuck stock first in a creek bank. :0)
A bird gun is not a good home defense gun. If you must have just one shotgun, I recommend getting a Remington 870 with an 18-20” cylinder-bore barrel for home defense, and then get a longer barrel with changeable chokes for bird hunting.

A 12 Ga. Mossburg pump will give you 5 shots (with plug removed) for less than the cost of a double barrel shotgun.
I have one. Excellent gun. Multiple removable chokes for different targets. And at gun shows, shotguns are still very reasonable price.
My next shotgun investment will be a 410. I am liking the tactical models with the folding stock that has a rack for ammo built in. It will fold up small enough to place in a truck door panel compartment.
The A-5 will do the job and the humpback design aids in quick aiming in dim light. I own several.

Very nice! I was in their shop in London in 2002. All I can say is wow. Literally, works of art.
On a grouse hunt in Wisconsin I met an anesthesiologist from Indianopolis with a pair of 20 Ga. Piottis; the pair was a bargain compared to Purdey, Boss or H&H. He used them on a driven shoot in Scotland prior to Wisconsin; a rough life.
You can get relatively inexpensive SxSs from Ithaca or Savage Arms, but for hunting, you’re better off with an over/under. And for personal protection, you’re better off with a a pump action.
If you have big bucks you may obtain an L.C. Smith. I’m not sure what Laura Prepon shoots, but I like to imaging (fantasize) she has one of these in her arsenal.
