We need an observation network of Jihadi Training Camps in the USA. Our government has now classified terrorist acts as crimes. That invokes the right of citizen self defence agaist crimes. To defend ourselves we need information on threat, which our government, including Homeland Security, no longer provides to the people.
We need to do that ourselves.
A Congressional Hearing into the Issue has been derailed.
We need to organize.

You do. Most of it is centered around Portland. Highly active area. Look up Patrice Lamumba Ford in conjunction with the DC sniper.
They ran a limo service in and around Portland among other things. That was some years ago, but the activities surrounding them has not ceased.

This sounds like an undercover operation with those who can speak like them, look like them and can infiltrate the area without being detected.

That's exactly right. That's the only way to do it, if people could ever muster up the will to do it -- which I seriously doubt.
Most of these guys are American and black. Most were recruited from prisons here in the US.
I wouldn’t advise ANY civilian to go snoooping around these camps on their own, but there are people in the surrounding communities who see and hear things. That is what we need to know and who we need to hear from.
These guys have blazed foot trails in surrounding wooded areas and areas that have been previously stripmined. People disappear, never to be seen again.
ANYONE who attempts to get too close to these camps needs to know beyond any shadow of ANY doubt that their lives are in extreme danger.

I would suspect what you say is exactly right. It's not something that you want to do (i.e., "work undercover") unless you're ready to get "whacked" in the middle of the night and no one find you again.
Then again, if "undercover work" that is dangerous and deadly is your thing (i.e., any reader), then by all means -- go for it...
The FBI, DHS and other agencies are very likely to be watching these people too. Some of the people who appear to be terrorists may be undercover agents. Add into that mix hate crimes laws, PC politics and PC Marxists now in control of a good deal of our government.
Whatever actions you might consider taking should take those things into account. I think the possibilities there are self-evident so I won't try to outline them. Just be careful, be mindful and stay safe.
They can be observed without infiltration, but as MestaMachine pointed out, even that could be very dangerous for the average civilian.

Well, we might hope that is true, but as you know, that may of may not be the case. Today it is possible for POTUS to pass an executive order exempting any given location from DHS and FBI observation, and we would not know about it.
From Fort Hood we know that those who knew of risk decided not to report it, so no warning happened. If this dymamic is alive in our military command structure, what is that dynamic doing inside DHS and the FBI? It would be likely even more pronounced.
I am not advocating intervention here , but strictly observation, ears to the ground and attention to local news, reports or direct evidence of unusual vehicular movement, or large purchases of material.
All that likely happens now sporadically, but the information needs to be put in one place and tabulated accurately. The press no longer covers incidents so that we know them nationally, they only appear locally.
I know exactly what you are saying and I agree. This is merely passive intel work.And a way to broadcast concerns should they be warranted. This also will assist the federal agencies that might be involved, by making it necessary for them to protect the public before we have to move to protect ourselves, as is the right of every American concerning the commission of any felony crime, which the government now says terrorism is.
Hopefully this might evolve to be a reasonable,national neighborhood watch.
What you think as to how this works is not that important. What is important is that we have a net work that reports news, or other information. This does not necessarily mean on site observaton.
And for thse who think its too risky, they need not be involved. The costs of not organizing will be huge in life and injury in the future.
We have here a sort of network we lovingly call the Mountain Telegraph. Most of us are pretty secluded and can’t see our nearest neighbor, BUT, if anything moves funny, any stranger comes off the main road, moves anywhere near or on any of our properties, all the rest of us know it within a matter of minutes and whoa nellie bar the door because you are SOOO busted.
I think maybe a system like that to monitor the comings and goings, what groceries or other things they buy for changes in habits, listening for weapons fire or explosions, (because they train with these things and have been heard,) and whatever little details you can grab overhearing conversations, stray words in shops or stores. Sometimes gossip is gossip, but sometimes, you can make a fault into a virtue. This is one way of doing just that.
Bear in mind that these guys are training for guerilla warfare. They practice stealth. They might have caches in strategic places.
ALSO bear in mind that we aren’t the ONLY ones who can disappear. That’s a fact.
Due to many of the things you pointed out the mere reporting of information to the FedGov has inherent risks. Hasan's colleagues were Army officers and they apparently had concerns along those lines.
