It hasn’t been debunked. The distractor is that HRS 338 - 17 came into being in 1982. However, that can be plausibly explained that Hawaii amended birth certificates to reflect the new law in 1982, although, the Hawaiian state has always accepted births by persons who stated they witnessed births outside of hospitals.

So, could it be that both Obama’s birth certificates have been uncovered - the one from Mombasa and one issued by Hawaii after he arrived there? Possibly, yes.

Probably a fake. Signatures look too similar.
Also, I doubt when this all shakes out that he was born at 7:24 pm. I think the time will not match the original CoLB on the web because that document was copied from another that was available on the internet — the original forgery for the CoLB was done by an amateur and when we see the longform it will be a first class forgery.
