This just confused me: 
Free police cars sound too good to be true, especially considering that no contract has been signed, and the contract in question only covers the Hardin jail. Which interestingly enough, it was recently revealed that the company's operating agreement for the facility has yet to be validated - two weeks after city leaders first unveiled what they said was a signed agreement. 
 It says there is no contract "signed", then says "the contract" is fo the jail, then that there was a "signed agreement" which hadn't been validated. 
 So what is it? Is there a contract or not? Is there a signed agreement or not?

I think the first question that should be asked is: Have the sworn an public (on record) OATH to Defend the US Constitution and that of Montana from Enemies foreign and Domestic?
