It’s a no-fly zone. Just behind the Trafficland camera that took the first picture is the White House.

I read that officials declared the Rally scene an "aircraft-free zone". This includes helicopters. I have not verified this from another source.....but it probably correct, in my estimation.

Why are there no aerial photos from copters? Because nobody wanted an authoritive source of the actual numbers? They'd rather have the ambiguity to shape the counts according to their agenda needs?
