In a declared war, as opposed to initiating the War Powers Act, the finance of the war is not updated every 60 days. The full force of the military and private sectors are employed as happened in world war II.
But the big reason that the War Powers act was passed was a recognition that the traditional concept of war-as-a-major-transition-from-peace was no longer meaningful, and because the process of consultation with Congress could actually be harmful to the nation. Partly that’s because it would take time, and partly that’s because it could not be kept secret. Sometimes you need secrecy. And sometimes events move too rapidly; it is necessary to respond in hours or even in minutes.
That’s why Congress was largely not involved in the Cuban Missile Crisis. And in fact, if Kennedy had asked for any kind of formal authorization for war against Cuba, that would have had far too great a chance of kicking off exactly the nuclear exchange everyone was hoping to avoid.
I don’t know who HHH is, but I am for the truth, in whatever form it takes.
I do not think that he is taking this as a joke, far too much is at stake, and it is no minor thing to surmise that his life might be a big part of it. I agee, no time to joke around.
