There are actually two different versions of the COLB posted on FactCheck. One has NO SEAL and the other does have a SEAL but not an official SEAL from teh State of Hawaii.

Right across the bottom of the COLB, it says:
ANY ALTERATIONS INVALIDATE THIS CERTIFICATE
If altered, IT IS INVALID
In your video, the one you cal #3 and claim has no official seal actually appears to have the seal, the lower fold appears to be dissecting it int he image you posted in your video.
