UPDATE: Readers of the Muffled Oar have identified the once illegal alien who is working as a Department Attorney as Luz Lopez-Ortiz. If coming illegally to the United States is a crime, why is this person employed by the Department as an attorney? It seems she is responsible for ensuring that Federal agencies do everything in Spanish: her job is “to implement language access programs to ensure that limited- English proficient persons have meaningful access to the programs and activities that these federal agencies provide. “

Ms. Luz Lopez-Ortiz
Luz Lopez-Ortiz, Attorney Advisor, Coordination and Review Section, U.S. Department of Justice, discussed the requirements of Title VI of the Civil Rights of 1964 and Executive Order 13166 that addresses the Limited English Proficiency (LEP) responsibilities.

Limited English Proficiency
Ms. Lopez-Ortiz indicated that Executive Order 13166 stipulates that people who are LEP should have meaningful access to federally conducted and federally funded programs and activities to prevent discrimination on the basis of national origin in accordance with Title VI of the Civil Rights Act of 1964.
A Council member asked whether Executive Order 13166 applied to people with disabilities. Ms Lopez-Ortiz indicated that it did not, since people with disabilities were covered by section 504 of the Rehabilitation Act.
