Russia has a major problem with population loss. Todays Moscow Times reports on a study (Babel fish translation here) which addresses the causes, consequences and potential cures for its declining population.
"At present, even with immigration, the population of the Russian Federation is declining by almost a million people a year, she writes, and consequently it is time to pay close attention not just to the overall figure but to the specific consequences of the depopulation of the country."
The population of the Soviet Union, when it was disbanded in 1991, was 293 million.

You sure you aren’t talking about what AMERICA needs to do? Other than the “Vodka” part - which could easily be substituted with smoking dope/crack/meth and alcoholism in general...
