According to Ohio Congresswoman Betty Sutton, a bill passed by the House on Thursday March 12, 2009 "will create over 480 million jobs."
Sutton made the claim during floor debate on H. Res 235, the rule to provide for consideration of H.R. 1262, the Water Quality Investment Act of 2009.

Mr. Speaker, I rise today in support of the rule and the underlying legislation, H.R. 1262, the Water Quality Investment Act of 2009. This bill provides a total investment of $18.7 billion over 5 years for much-needed water and environmental infrastructure. Not only will this bill help provide communities with improved water quality, but it must be remembered that it will create over 480 million jobs....
Just to note...the estimated population of the United States today is 305,808,287.
