According to its sample legislation, manufacturers would be forced to code all ammunition sold in the state. Private citizens and retail outlets would be required to dispose of all non-coded ammunition no later than Jan. 1, 2011.
Each vendor would record the following information about customers who buy the ammunition: Date, name, driver's license or ID number, date of birth and ammunition identifier. The businesses would maintain records for three years from the date of purchase.

How about putting criminals behind bars and keeping them there? Perhaps that's to simple. We had ammo registration in New York when I was growing up. Experience showed that the system did virtually nothing to lower crime rates or to assist in criminal prosecution. Thankfully the registration and recordkeeping was dropped.

They don’t honestly care about your ammunition. It’s nice that they can charge with possession of such if they want, but the point is to create a stealth registry, and a database with detailed knowledge of who owns what type of weapon. If you purchase 5.56mm it doesn’t take a genius to figure out what sort of weapon you likely have.
After all there is no point to the coding unless they know who it was sold to.
And might I ask . . . Are they planning to regulate people who reload as well?

Actually it’s possible they would be so stupid to miss the reloading aspect. Look at the mega tobacco tax on cigarettes. Stupid Clinton/Gore FAILED to tax cigars. I got such a hoot out of smoking Swishers for next to nothing while my buds were paying $3 a pack for marlboros. I tried to convert them to little cigars but they kept gettin’ dizzy when they tried ‘em.
Problem with reloading is that you have to get the chemicals. The ammo companies do a great job controlling quality for the most part. Where are reloaders gonna get saltpeter, sulfur, and charcoal? Yes, I know it can be done but I’d rather stockpile proven rounds. After all...
