The Chinese knew about it prior to the Olympics. The New Zealand company, Fonterra, knew about it because it was their product but the Chinese “made” them withhold the info until after the Games.

The toothpaste was contaminated with antifreeze, not melamine. I think the heparin problem was the wrong dose, or dosage mismarked, although I could be wrong.

I think the heparin problem was the wrong dose, or dosage mismarked, although I could be wrong.
According to Wikipedia, while it wasn't melamine, the contaminated ingredient was almost certainly substituted on purpose to cut costs. Eighty-one people in the U.S. died, and hundreds were severely injured due to the substitution according to the FDA.

The contaminant has been identified as an "over-sulphated" derivative of chondroitin sulfate, a popular shellfish-derived supplement often used for arthritis.[3][7] Since this "over-sulphated" variant is not naturally occurring and mimics the properties of heparin, the counterfeit is almost certainly intentional as opposed to an accidental lapse in manufacturing.[8] The heparin was cut from anywhere from 2-60% with a counterfeit substance due to cost effectiveness, and a shortage of suitable pigs in China.
