Step 1: get back in touch with reality. Where did you get this statistic? Are you still drunk from Tuesday night? He blew the syntax, that's all. He meant to write:
"An impossibility, since it is not true that 95% of the American people pay taxes."
That is, "less than 95%". As to whether that's true or not, I have no comment. I'm just commenting on the sentence structure.
