It would appear to be a laser-rifle typically used for practice by military and law-enforcement agencies. Note the power cords coming up from below. Very common actually in training areas.

My only guess, since I never trained with laser weapons in the military (real ones only back then :-) ) may be for stationary practice. On the other hand, the cables may be from a battery pack -— hard to say exactly. Maybe some recent trainees in the military may recognize the specific item she is using — note the soldier in the background.
