What the heck kinda rifle is that?

It would appear to be a laser-rifle typically used for practice by military and law-enforcement agencies. Note the power cords coming up from below. Very common actually in training areas.

Why would a power cord be running into it? One would figure there would be replaceable batteries in it.

It is a marksmanship trainer. Its computerized, and allows you to shoot with as much realism as ANY simulator can. It even has a gas line hooked up to it to give a “kick” or recoil when the weapon is fired. You can shoot a known distance targets as well as enemy, people type targets. In the Marines we use it to train or re-mediate the “marksmanship challenged”.
