She made a point of saying that Hawaii does not issue electronic birth certificates. I was in my local County Recorder's office the other day, ordering documents, and saw the process firsthand.
Clerk gets the record request from a customer.
Clerk takes the request to the microfiche machine or files and looks for the record.
Clerk calls the record image up.
Clerk inserts the special colored certificate paper (with borders, etc.) into the laser printer.
Print is made.
Clerk stamps the certificate.
Clerk embosses the certificate.
Clerk gives the certificate (in an envelope, I guess) to the customer.
All done.
