I did have to show my birth certificate when I was married. The rules for that vary by state since each state writes their own requirements for issuing the marriage license. There is such a misunderstanding about the requirements for a US Passport, he could have used his passport. Many don’t realize you don’t need a birth certificate to get it. So that could have been human error.

In one of life's little ironies, recently I needed to sign a notarized authorization to get a certified copy of my birth certificate.

The notary would not accept my passport as ID...

In Illinois IF you do not have a valid ID such as Drivers license or state issued photo ID, you can show two other things. Birth Certificate is not required.

Click on the link to what if I don't have a photo ID. It gives a list and there is NO mention of a Birth Certificate.
