Remember, the kind of people who would weep openly for the child-murderer who gently drifts off to his erternal sleep and complain that it is “cruel and unusual punishment” also think that painfully blistering up the outer layer of skin off their political opponants with boiling hot tar, dipping them in feathers and parading them through town is a pretty good idea.

If held in inherent contempt, congress would order the house sergeant-at-arms to arrest Rove, and hold him in the capital basement. Congress would conduct something similar to a trial, and force Rove to testify. This method was often used in the 19th century.
