Problem with your idea is that there is no such thing as "homeless" people.

Please refer to them with the proper names: drug addicts, alcoholics and mentally ill patients.

Ah, but you haven’t been doing your research. I’ve been reading for years about the attraction of Berkeley and San Francisco to bums nationwide. They’ve been gravitating to the most hospitable climes and political climates since the Summer of Love, at least.

I even recall a WaPo Sunday editorial from a decade ago by a (former) drug addict and bum about traveling there from Minneapolis.

I wouldn’t be surprised if there are websites dedicated to finding locales with the best bennies for the professionally homeless.

IIRC, Rush Limbaugh had a similar brainstorm in 1989 when Martin Sheen was named the Honorary Mayor of Malibu, CA and declared it a sanctuary city for the homeless.

El Rushbo seriously entertained the idea of chartering buses, rounding up the homeless in Los Angeles and giving them a free bus ride up to Malibu ... right up to the point where he finally had an attack of good judgment and dropped the idea.
