It all depends on the issue. In some cases, national security, in other cases, it is part of a trade agreement (let us keep a base here and we will give you $xx for your infrastructure, in some cases, misguided policy, in other cases, keeping trade doors open result in a return on investment. The reasons are as diverse as the countries we supply aid to.

“international food aid” = money to domestic farm interests. “Military aid” = money to domestic MI interests. “Aids aid” = money to domestic Big Pharma. Etc.

Because it’s cheaper than going to war.
We keep friends and influence others by assisting them.
Doesn’t always work but in the end it’s in our self interest and cheaper then allowing regions of the world to fester without our influence and assistance.
We also have a moral obligation as a free nation to assist others.

Why do we, as a country, continue to give foreign aid when we are so in debt? Because if you stop spending, your creditors will think you are worried about servicing your debt. They will then attempt to foreclose and get their money before you go broke.
