What You Don’t Know About Duncan Hunter – Part 1
Hunter's Rangers - BarOfIntegrity ^ | Sept 10, 2007 | Alexander J. Madison

Posted on 09/11/2007 6:32:04 AM PDT by Calpernia

The nonpartisan League of Conservation Voters issued Hunter the lowest possible environmental score for 2006; his lifetime rating from the LCV is 9%. The group singled him out for criticism when in 2003 he and Senator John Warner “succeeded in removing the Senate’s bipartisan language and adding broad military exemptions from both the Endangered Species Act and the Marine Mammal Protection Act. – Wikipedia, 2007.

In a phone interview with the North County Times regarding the military environmental exemptions, Hunter told them: “We went at this with the viewpoint that the most important endangered creature is the 19-year-old Marine rifleman.” - NC Times, November, 2003

Voted against the Omnibus spending bill in 1990, HR 5835, that included George Herbert Walker Bush’s tax increases after his “read my lips” broken promise. - Congressional Record

He called for the use of the National Guard in 1986 to help secure the southern border and used the Seabees and Army Corps of engineers to improve the Border Patrol fences and roads in the early 1990s, prior to getting the ‘Hunter Fence’ built. – Congressional Record.

Hunter proposed an amendment to the 1994 defense authorization bill that would have reinstated the practice of questioning recruits about their sexuality, ditching the Clinton Don’t Ask Don’t Tell policy. – Washington Post, Sept 1993.

Hunter still opposes gays in the Military today. Writing in the USA Today earlier this year: “It is not fair, nor conducive to unit cohesion, for young Americans whose moral principles reject homosexual conduct to force them to live and operate in close quarters with those who exercise such conduct, just to satisfy liberals in the U.S. political system. Finally, America possesses the best fighting force in the world, and any proposed changes impacting the operability of our military, regardless of their social significance to liberals, must be blocked outright by Congress.” - USA Today, March 2007.

In an article Hunter wrote in a July 1994 opposing the formation of the World Trade Organization, he laid out four reasons it was a very, very bad idea for US sovereignty. Hunter argued:

• “The first of these ``Big 4’’ provisions is in Article IX. It states that decisions by the World Trade Organization ``shall be taken by a majority ... each member of WTO shall have one vote.’’ Folks, this gives Fidel Castro in Cuba the same vote as the United States. It is just like the General Assembly of the United Nations, with one vital difference. There is no Security Council in the WTO to give the U.S. a veto as in the UN.

• “The second of the ``Big 4’’ provisions is also in Article IX. It gives the WTO the ``exclusive authority’’ to interpret the GATT and thus the reach of its own power. As the American Founding Fathers knew, the power to interpret the rules is tantamount to writing the rules. Thus the U.S. Constitution divided power into Executive, Legislative and Judicial branches. There is no such division in the WTO. Thus the same Third World super-majority that changes a provisions under Article X, section 4 can then interpret that provision under Article IX, section 13. America’s one little vote won’t even slow the process down.”

• “The third of the ``Big 4’’ provisions in the GATT-WTO is in Article XVI, section 5. It states ``No reservations may be made in respect to provisions of this Agreement.’’ This means that Congress cannot ``fix’’ the agreement. All the plans various members of Congress have drawn up to protect American interests via enabling legislation are prohibited by the WTO.”

• “The last of the ``Big 4’’ provisions is in Article XVI, section 4. ``Each nation will ensure the conformity of its laws, regulations and administrative procedures with its obligations as provided in the (GATT-WTO) agreements.’’ So folks, if you’re looking for Congress’ new role in trade policy, here it is. Our job will be to change American laws to conform to the supreme law of the World Trade Organization. Though the U.S. Constitution grants to Congress the right to regulate foreign commerce, woe be it to any Congress that attempts to insert a little ``American interest’’ into American law!”

Hunter fought President Clinton’s and Dianne Feinstein’s Desert Protection Act, grabbing large swaths of California desert to put into the National Park System. An excerpt from the Washington Post states: Though the House easily approved the desert bill yesterday, the measure was tied up for weeks of sporadic debate as Republicans offered numerous amendments to limit federal controls on the land and private property rights advocates sought to amend it. The legislation was criticized yesterday by Rep. Duncan Hunter (R-Calif.) as “part of President Clinton’s war on the West.” - Washington Post, July, 1994.

On Clinton’s 1998 bombing of Iraq, Hunter stated: “It is important to support our troops and I stand by them. The timing of this will be questionable to many. If we’d known it would take an impeachment vote to strike Iraq, we should have moved to impeach President Clinton last year. The evidence against Iraq has not changed. They have been building weapons of mass destruction while engaged in a pattern of deception for over a year.” – Congressional Press Release, December, 1998.

Regarding Bill Clinton’s draft dodging and Vietnam war protesting in London and Moscow, Hunter said this: “It looks to me like he was definitely in the corner of the enemy in this particular conflict, and not only in the corner of the enemy, but he was in the opposite corner of every young person who was 18 years, 19 years, 20 years old who answered this country’s call and put on a uniform and went overseas to serve our country.” – House Floor speech, Oct 1992.

Stay tuned…..more to come.
