Politically Correct positions were created by communists in the 1920s and 1930s so that party members would know what to think about each issue. It was bad news for them to say something that wasn't politically "correct", like that the US was not evil, or that Uncle Joe was a big tyrant. Leftists in the US in the 60s adopted the term, without sarcasm, to keep their ideological pals in line. No self respecting SDS member would want to be politically incorrect by, for example, being against abortion on demand, or favoring freedom for Cubans. I actually heard this term used without sarcasm in the late 1970s.
With the triumph of Ronald Reagan and the rebirth of US free market ideas, we started using the term derisively to describe leftists who cannot think for themselves, or to refer to policies that originate with socialist idiots. Little did we know that political correctness would actually start being enforced by the new nannies who came in with Clinton.

(1/3 of the colonials imposed freedom on the rest of the colonists in 1776. Repeat?)
