The Speaker of the House is next in the line of succession, but if the VEEP actually steps down, the Prez would appoint his replacement.

If Bush wants to LOSE a significant number of his conservative base...then he will name Frist...

BUT, I am PRAYING will all my heart that Cheney is well enough to finish with President Bush...

If he actually steps down, the President nominates whoever he wants, subject to confirmation by the Senate. He doesn't have to go by the precedence list.

There is no order of succession.

POTUS names VP, he is confirmed by a majority vote in the House and Senate.

The president nominates a replacement, to be confirmed by the Senate.

That's how Gerald Ford replaced Spiro Agnew, and Nelson Rockefeller replaced Gerald Ford.
