The main responsibility and authority for operational aspects of evacuation in Orleans Parish lies with the Office of Emergency Preparedness (OEP) within the Chief Administrative Office of the City. The authority to make the final decisions related to an evacuation rests with the Mayor of New Orleans. Evacuation decisions are made in coordination with OEP staff, other City directors, and members of the Southeast Louisiana Hurricane Task Force, made up of top elected officials in all the Southeast Parishes and municipalities and the Louisiana Department of Transportation and Development (LaDOTD). The private and public economic costs of closing an entire geographic [Page 144] area for several days are significant, so the decision to evacuate has to be carefully considered, based on the severity of the storm, the likely storm path, and the time required to prepare and move citizens away from the city. Evacuation decisions and status updates are broadcast on the City's cable access channel and communicated to all media.

I think Gov. Blanco is unrealisticly hoping that if the NO waters recede rapidly and the mandatory "forced" evacuation is not put into action, she will have an "I told you so moment" . If it is enacted, and likely lives are saved, the only logical conclusion would be that "sooner would have been better" which would make her look even more the fool.

It seems that all media ...and most folks on this forum have failed to read the United States Constitution. The U.S. Constitution does not allow the Federal Government to supercede the Governments of a State except in times of declared War or unless the President Federalizes that state's National Guard. President Bush did not Federalize the Lousiana National Guard. Therefore, General Honree of the Louisiana National Guard answers to Governor Blanco not President Bush, even though all Active Duty military reports to the On-Scene Commander - General Honree.
As for Homeland Security and in particularly FEMA... FEMA has NO authority to act independently in ANY State without first being invited by that State's Government, or in this case Governor Blanco. Again, the U.S. Constitution does not supercede any State Constitution, except during times of declared War.
Any and all blame for any lack of reponse falls at the feet of First the Mayor of NOLA and Second the Governor of Louisiana. Much can be learned from this disaster. While we can always improve any system after the fact, any attempt to place blame on President Bush or Brown of FEMA for lack of response is simply an attack on Republicans by Democrats.
Few in the media has ever understood this but America is NOT a democracy...; as one poster has said, "America is a Republic" ...and that limits the Federal Government's authority to charge into any State with military troops for law-enforcement or to dispense Federal aid. Pray it always remains so ...or we will be living under a Federal dictatorship.
Yesterday there was a re-run of Blanco saying the reason she didn't federalize the National Guard was because "their plan was too complex". Apparently the federal plan had lots of big words and references to loud, icky machines and stuff.
We may soon have the privilege of seeing Her Excellency in handcuffs. It's happened to other public officials in Louisiana, even a governor or two. Either somebody is not happy with their cut, or somebody's lips get loose with liquor. The next step is the courtroom.
