Man arrested after videoing woman unaware on cell phone BY GEOFFREY SHANNON

SLIDELL - Slidell Police arrested a Mississippi man Saturday after he allegedly used his cellular phone to record underneath the dress of a 20-year-old female wet T-shirt contestant in Olde Towne. Kevin P. Dequeant, 23, 9325 Harbor Drive, Bay St. Louis, Miss., was charged with one count of video voyeurism in the incident, said Slidell Police spokesperson Capt. Rob Callahan.
On Saturday morning Slidell Police officers were monitoring the 2 a.m. closing time for Olde Towne nightclubs, Callahan said. As patrons exited the bars for home, a young female approached Officer Bruce Hart about an incident during a wet T-shirt contest at one of the nearby establishments, police said.
According to the victim, while participating in the contest she noticed a man standing behind her place a video recording cell phone underneath her skirt. When she recognized what was happening, she confronted the man. When that failed, she decided to report the incident to police, said Callahan.
Hart found Dequeant and questioned him about the allegations. Dequeant denied recording under the victim's skirt during the contest, however, police inspected his phone and found a recording of the incident.
Based on the evidence, Dequeant was placed under arrested and booked into Slidell City Jail for video voyeurism. His cell phone was taken as evidence, said Callahan.
Dequeant was taken to Parish Jail where he currently sits on a $3,500 bond. If convicted, he could face up to two years in jail and a $2,000 fine.
Though relatively new, police are already aware of video cell phones and their threat to privacy. State and federal law has helped guide enforcement, and a tech-savvy police force aides investigations, said Callahan.
"Although advancements in cellular phone technology has many benefits, this is not one of them," said Slidell Police Chief Freddy Drennan. "In this particular case, technology was used for criminal purposes and the video may have eventually ended up on the Internet. This should be a warning to those who have telephones with recording capabilities that the laws are specific regarding video voyeurism."

In the locker room there is a reasonable expectation of privacy. When you are half naked dancing on tables and exposing yourself in public, is there any expectation of privacy?
