Something must be in it, cause seriously NEVER met any Russians via internet, who would be critical towards Putin. Even if he has so strong position among the Russians like their election would suggest it is still strange.

I give this a full BS alert. Checked out the Russian National Literature Site. Yes there is a directive, but conviniently the first portion is ignored in the translation. It translates that this is an internal directive from the administration of the site. Being a soverign and independent website, they have the right to post only what they want. Don't like it? Go start your own site.
The Directive is not a government directive. You are full of shiete on this, the stinch is pretty bad.
