Execution by firing squad for littering would really increase our chances of eliminating littering---but in this country we have funny ideas about punishment being proportionate to the offense.

If all peoples are executed or put into gulags, then no crime...issue solved. Guards can turn self into camps at night or when not on shift...issue solved.
