Execution by firing squad for littering would really increase our chances of eliminating littering---but in this country we have funny ideas about punishment being proportionate to the offense.
Yes, I know. A murder offense (no priors) of 20 years can be reduced to 3 years with good behavior. The punishment for breaking laws is too lenient.
