This guy has been institutionalized.
He can not function outside an institution.
He will commit crimes to be sent back to the only place where he feels safe and knows the rules.
What is to be done with such people I am not sure.

Exactly.
I also feel sorry for him but as he is running on impulse not logic he is very dangerous.
Probably does not even understand his own motivations.
You see this sometimes with people who are just out the military, they are accustomed to strict rules and things being done in a certain way at a certain time for... reasons.
Not having that leaves them feeling very lost.
If they have been in long enough that they climbed the ranks and were actually in charge of things they do better but someone who did a four year right out of high school can come out with this kind of syndrome as well.
