A heated election debate has erupted in Kentucky as voters clash over a ballot amendment that bars 'idiots and insane persons' from voting.
Despite the recent uproar, the phrase actually already exists in the state's constitution and the rule has been in place for decades.
However, its mention in the recent amendment has brought the state's prohibition of 'idiots and insane people' from voting back into the spotlight for everyone who was unaware that the controversial language was already in place.
Democratic Sen. Reggie Thomas from Lexington said referring to 'idiots and insane people' as groups of people prohibited to vote on the ballot - and in the constitution - goes too far.
'You know we probably should use some different language. Certainly, we know minors can't vote. You have to be 18. I think that language is inappropriate today,'
The Secretary of State's spokesperson pointed out that the 'idiots or insane persons' voting restriction has been included in Section 145, Number 3, since it was approved on November 8, 1955.
Republican Sen. Dr. Donald Douglas of Nicholasville denied having discussed the amendment with constituents in the General Assembly earlier this year.
He also stated that no constituent group had ever raised the issue with him before.
Douglas said that he believes only United States citizens have the right to cast a ballot.
'I'm speaking for me. But I simply want to make sure that the guardrails in our constitution set up are followed. And sometimes these guardrails need more than one bar,' Douglas said.
However, Attica Scott, a former Democratic state representative of six years who now works with Forward Action Justice Network, said the requirement is 'absolutely unnecessary.'
'We already know the people who vote in Kentucky are people who are eligible to vote.

I don’t know how many group homes, nut houses or insane asylums there are in the United States, but if you registered all those people and harvested their ballots, one could change a lot of elections.
