As Chode said it’s just being lazy. The idea those ‘seconds’ between opening and unlocked unit/compartment and one that is locked is SO critical is ludicrous.
Their negligence caused the taxpayers $15K because they were on a food run thinking about what they were gonna cook up during their extended shift instead of being diligent with taxpayer assets.
