Where does the Constitution say women don’t have equal rights as men?

The deadline for passage expired decades ago.
Is Schumer trying to say that the Equal Rights Amendment is deemed ratified, if it is voted on and passes by majority vote in the Senate?
But a constitutional amendment takes a two-thirds vote of each House of Congress. Is Schumer trying to say that they are starting the ratification process all over again? Is there 2/3 support in the Senate to pass this and then send it to the House of Representatives for their approval?

In short, law is dead. There is no constitution and there has not been on since the eatly 1900s for all intents and purposes.
