The agency has the deepest pockets AND should be held accountable for its people.
We don’t even know if the “father” is alive. Again, not enough information. If he’s alive I would guess he’s in the crosshairs. Assuming he can be found.

Her mother is severely mentally disabled and was raped while under their care, they didn’t even report the incident to law enforcement. Damn straight she should be suing the agency.
