Romney is showing his liberal leanings here. This is the same argument that liberals use for abortion: “I don’t personally believe in abortion but..”. They think saying this makes them immune from punishment that is to come for making laws that contradict God’s laws.

Romney is giving everyone a clue that another “crazy conspiracy theory” is about to be proven a conspiracy fact.

The LDS Church is subject to political pressure. When it was made clear that Utah would not be admitted as a state unless polygamy was outlawed, the church leadership revoked its prior permission for polygamy. When the church's ban on blacks in their priesthood became untenable politically, lo and behold the leadership decided that the so-called children of Ham were no longer subject to the curse of Noah. Now, to cover Romney's defection to the "marriage" of perverts, another doctrinal shift has taken place.

The Mormons withdrew their support of the Boy Scouts several years ago when the organization permitted homosexuals to become scout masters. However, Bishop Mitt Romney is a sort of LDS aristocrat, and Mormon theology teaches that a member of their church will become President and save America. Yes, I know this is a conspiracy theory, but it is quite likely that the sudden shift of position on non-traditional marriage may be motivated by these factors.
