No, this has been part of the Ukrainian approach since 2014.

Actually, probably for about 1000 years, since there has historically been conflict between these two kingdoms.

But the Ukrainians have been attacking the Russian ethnic population in Ukraine and particularly in the Donbas (where Russian ethnics were originally the majority) since the US sponsored coup in 2014.

And this is not the military they have been attacking, but the civilian population. It is estimated (by the UN and other NGOs) that 14,000 people, mostly ethnic Russians, have been killed in the border areas.

The Azov Brigade in particular is famous for storming towns and cities and carrying out rapes, killings and atrocities of all kinds.
