If Spitzer was a Republican, every sentence would reference that.

A hotel room would leave another paper trail. It would also involve a risk of being spotted, and people like Spitzer always think they are much more recognized than they really are.
For all I know, the $5,000 got billed as consulting fees but a hotel room would have required more of an explanation to his accountant.
